Abstract

The study examines the external factors affecting budget administration in South Sudan from 2011 to 2021, focusing on three national ministries: Finance and Planning, General Education and Instructions, and Health. The objectives of the study were achieved through a descriptive survey and a correlational research design, which combined both quantitative and qualitative methods. The research surveyed 110 management staff and a sample size of 86 respondents, determined using Krejcie and Morgan’s (1970) formula. Data were collected via self-administered questionnaires and structured interviews. While data analysis incorporated thematic examination for qualitative data, quantitative data were analyzed through descriptive and inferential statistics with the help of SPSS Version 21. The study found that the government’s budget administration process faces challenges, including over-reliance on crude oil, failure to diversify its economy, political instability, inadequate adherence to public financial management laws, a lack of legislative monitoring of budget execution, and poor governance. These factors have led to insufficient financial and operational budgetary performance, resulting in inadequate delivery of basic social services across South Sudan.The study recommends greater economic diversification to lessen reliance on oil revenue and emphasizes the need for better compliance with the Public Financial Management and Accountability Act of 2011. It also recommends the importance of enhanced legislative oversight on budget execution and maintenance of peace and stability in South Sudan so as to improve governance and quality service delivery.
